Director of Hygiene, Safety and Environment (HSE)

  • General Management / Operations Director.
  • Supervision: HSE Service Manager, IMS Managers, HSE Engineer, HSE Inspector.
  • Close collaboration with services and departments: Production, Maintenance, Logistics, Human Resources, Quality and Technical Management.

Job Description

Lead the company’s HSE policy in a high-risk environment (lubricant production, storage and transportation of hydrocarbons) in order to guarantee the safety of people, rolling equipment, regulatory compliance, environmental protection and the sustainability of operations.
Implement an integrated HSE strategy, compliant with national, international and sector standards
(ISO 9001, ISO 14001, ISO 45001, etc.).

Main Responsibilities

1. Definition and management of the HSE policy:
  • Develop, propose and deploy the HSE policy aligned with the company’s strategy.
  • Define annual HSE objectives and ensure their monitoring through performance indicators (KPI).
  • Guarantee the compliance of the HSE management system with international standards (ISO 14001, ISO 45001, ISO 9001).
  • Ensure continuous regulatory, technical and normative monitoring (industrial safety, transport of dangerous materials, environment, etc.).
2. Industrial safety and risk prevention:
  • Identify, evaluate and prioritize risks related to the production, storage and transportation of hydrocarbons and lubricants.
  • Supervise the implementation of prevention plans, work permits, lockout/tagout procedures and emergency intervention procedures.
  • Ensure compliance of classified installations.
  • Develop and maintain emergency and crisis management plans.
  • Guarantee the follow-up of regulatory inspections and periodic controls (tanks, tanker trucks, pressurized equipment, etc.).
3. Environment and sustainability:
  • Monitor environmental impacts (discharges, emissions, effluents, waste).
  • Supervise environmental audits.
4. Transport and logistics of hydrocarbons:
  • Guarantee regulatory compliance for the transport of hazardous materials.
  • Train and certify personnel (drivers, operators, HSE transport coordinators).
  • Ensure risk management related to loading, unloading and product transfer operations.
  • Monitor transport accidents, unloading incidents and accidental pollution.
5. Management and HSE culture:
  • Supervise, lead and develop HSE teams across all sites and depots.
  • Strengthen the safety culture through awareness, training and internal communication.
  • Promote staff involvement in the HSE approach.
6. Control, reporting and continuous improvement:
  • Lead internal and external HSE audits.
  • Analyze incidents, accidents and near-misses and ensure root cause treatment.
  • Present HSE reports to management and authorities.
  • Actively contribute to the continuous improvement of HSE processes and the optimization of the overall system performance.

Required Profile

1 . Education
  • Engineer in HSE, Process Engineering, Chemical Engineering, or equivalent Bac+5.
  • Additional training in industrial risk management.
2 . Experience
  • 10 to 15 years of experience in a high-risk industrial environment (petrochemicals, lubricants, fuels, hydrocarbon transportation).
  • Proven experience in implementing integrated HSE systems and managing classified sites.
3 . Technical Skills
  • Mastery of ISO 14001, ISO 45001, ISO 90001 standards and applicable HSE regulations.
  • Strong skills in risk analysis, crisis management and communication with authorities.
  • Good understanding of lubricant manufacturing processes and constraints related to hydrocarbon and LPG transportation.
4 . Behavioral Skills
  • Leadership, exemplary conduct and strong safety awareness.
  • Rigor, sense of priorities and professional integrity.
  • Analytical mindset and rapid decision-making in crisis situations.
5 . Working Conditions
  • Position based in Biskra.
  • Presence required on site to supervise sensitive operations.
  • On-call duties possible in case of major incident or HSE emergency.
